Giving his Goodwill Message at the Oil & Gas Trainers Association of Nigeria (OGTAN) Human Capacity Development (HCD) Conference 2026, Delta State Governor, Hon. Sheriff Oborevwori commended OGTAN for providing important platform to deliberate on the future of human capital development in Nigeria’s oil and gas industry.
The Governor was represented by Chief Peter Uviejitobor, Commissioner for Oil and Gas.
Oborevwori said the theme of the HCD conference resonates strongly with his administration’s vision.
“We firmly believe that the greatest asset of any nation or state is not its natural resources, but the quality of its human capital. As the energy industry evolves with advances in technology, digitalization, automation, artificial intelligence, cleaner energy solutions, and changing global market dynamics, investment in people has become more critical than ever.”
The Governor made it known that Delta State Government has placed skills development and economic empowerment at the center of its developmental strategy.
Under the state’s More Agenda, the administration has made significant investments in strengthening technical colleges, vocational education, innovation hubs, entrepreneurship programmes, and other institutions dedicated to developing a highly skilled workforce.
These investments are aimed at equipping our young people with industrial relevant competencies, improving their employability, fostering innovation, and creating pathways for sustainable livelihoods.
This commitment goes beyond education.
According to the Governor it is about building a workforce capable of driving industrial growth, attracting investments, supporting indigenous participation, and positioning Delta State as a leading hub for energy, manufacturing, and technology-driven enterprises.
As Nigeria’s leading oil-producing state, Delta State recognises that sustainable development of the petroleum industry depends on a competent and globally competitive workforce.
Therefore, human capacity development is indispensable to the successful implementation of the Petroleum Industry Act (PIA), the attainment of Nigerian Content objectives, and the long-term sustainability of the energy sector.
Training institutions such as OGTAN occupy a strategic position in this national endeavour.
By developing industrial skills, promoting internationally recognized certifications, strengthening research, and fostering innovation, OGTAN is contributing significantly to the growth and competitiveness of Nigeria’s oil and gas industry.
The Governor urged industry operators, regulators, educational institutions, development partners, and training organizations to deepen collaboration in closing existing skill gaps.
“Together, we must align training curricula with emerging industrial needs, expand apprenticeship opportunities, encourage technology transfer, and prepare our workforce for careers in gas development, renewable energy, digital technologies, robotics, artificial intelligence, industrial automation, and other emerging sectors of the evolving energy landscape.”
