The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) recorded robust participation at OTL Energy Week 2026, with top executives contributing regulatory insights across key thematic panels shaping Nigeria’s and West Africa’s midstream and downstream markets.
The Authority’s showing underscores its commitment to constructive industry engagement and regulatory collaboration in building an efficient, competitive and sustainable midstream and downstream petroleum sector.
Engr. Francis Ogaree, Executive Director, Hydrocarbon Processing Plants, Installations and Transportation Infrastructure (HPPITI), represented by Dr. Stanley Ngene, featured on the panel on Feedstock Strategy and Refinery Competitiveness — a critical conversation as domestic refining ramps up with Dangote Refinery supplying 71% of domestic PMS receipts and the push to optimise Nigeria’s 445,000 bpd state-owned refining capacity.
Engr. Olakanmi Ayodeji, Director, Distribution Systems, Storage and Retailing Infrastructure (DSSRI), participated in the African Energy Outlook and the Tanker Shipping and Logistics Forum, sessions central to distribution efficiency, storage optimisation, retailing standards and maritime logistics in the evolving market.
On gas and energy transition, Engr. Elvis Duruji, Deputy Director, Midstream and Downstream Gas Infrastructure Fund (MDGIF), and Engr. Amos Oliver, Assistant Director, Health, Safety, Environment and Community (HSEC), contributed to discussions on Scaling Energy Options: Unlocking Gas and Renewables through Processing and Infrastructure — aligning with the Authority’s mandate to deepen gas utilisation through the MDGIF and enforce HSEC standards.
For market structure and investment, Engr. Adedayo Oyinlola of Economic Regulations and Strategic Planning (ERSP) spoke at the West African Fuels Congress: What’s New and What’s Next?, while Dr. Priscilla Ekpe, also of ERSP, participated in the Energy, Finance and Investment Forum, providing perspectives on pricing, regulatory economics and bankability of downstream projects.
OTL Africa Downstream Energy Week remains the continent’s leading downstream-focused platform, and NMDPRA’s multi-directorate participation signals regulatory alignment with industry on feedstock security, infrastructure, safety, gas commercialisation and financing for West Africa’s downstream future.
