Nigeria’s foremost energy infrastructure company, Oilserv Limited (An Oilserv Group Company), has signed an Memorandum of Agreement with the Gabonese Government to establish a framework for the development and commercialization of hydrocarbon reserves in the DEF-3 and D4-5 blocks in the Gabonese Republic. The partnership is expected to support Gabon’s growing energy ambitions and contribute to the development of a market projected to reach $2.12 billion by 2031.
The agreement formalizes a strategic framework for the development of the identified hydrocarbon assets, with a strong focus on creating the infrastructure required to unlock their commercial potential. It provides for the development and implementation of critical gas transportation, compression and treatment infrastructure, designed to strengthen gas supply for thermal power generation and support broader industrial development in Gabon.
Speaking at the signing ceremony, Gabon’s Honorable Minister of Petroleum and Gas, His Excellency Clotaire Kondja, who signed on behalf of the Gabonese Government, described the partnership as an opportunity to strengthen cooperation and unlock greater business opportunities across Africa. He emphasized the importance of building stronger regional partnerships capable of converting Africa’s natural resources into sustainable economic value.
Minister Kondja also called for more flexible and business-friendly policies across the continent to address critical challenges, including skills gaps and capital flight. According to him, creating an environment that encourages investment, retains capital and develops local capabilities will be essential to accelerating infrastructure development and strengthening Africa’s economies.
The Chairman and Group Chief Executive Officer of the OILSERV Group, Engr. The agreement signing follows the Group’s participation in the Africa Oil & Gas Week (AOW) Energy 2026 Conference in Accra, Ghana, where the company further advanced conversations around Africa’s gas infrastructure and monetization potential. At a high-level plenary session focused on midstream development, monetizing the molecule and building infrastructure to move Africa’s gas from discovery to market, Engr. Chuka Eze, Managing Director of Frazimex Engineering, emphasized the urgent need to accelerate gas infrastructure development across the continent.
Drawing on the Group’s decades of experience in gas infrastructure, Engr. Eze highlighted the continued challenge of gas flaring despite Africa’s urgent need for reliable domestic energy. He identified commercial pressures, infrastructure gaps and operational realities as key barriers to gas monetization, while stressing the importance of enabling policy frameworks and contractors with the technical capacity and proven track record to deliver complex infrastructure. He also advocated for country-specific energy strategies built around available resources, with gas playing a foundational role in power generation and industrialization where the necessary infrastructure exists.
OILSERV Group’s experience on major projects, including the AKK and OB3 gas pipelines, as well as its involvement in the development of more than six power plants, including Geometric Power, and Lagos’ gas distribution network, demonstrates the potential of indigenous engineering capability when supported by the right opportunities and enabling environment.
